Lobbying & Advocacy

UNABSEC serves as the principal interface between Uganda's construction industry and government institutions, development partners, and the public. Through systematic lobbying and advocacy, we work to create a regulatory environment that is fair, transparent and supportive of growth.

Our advocacy activities include:

- Regular engagement with Parliament and relevant ministries on legislation affecting contractors
- Participation in national planning processes including the National Development Plan
- Representation on key government boards and committees including PPDA, NITA-U and others
- Organised campaigns to address specific industry challenges such as delayed payments, certificate of completion issues, and local content requirements
- Publication of position papers and policy briefs on critical construction sector issues

UNABSEC has successfully advocated for several key policy changes including improved payment timelines for government contracts, recognition of local contractors in public procurement, and the establishment of a Construction Industry Policy for Uganda.
